No, it doesn't (and how could it) - it prevents it from being used to bodily harm them.

Well, it's really hard to define, isn't it. What I might see as dumbing people down, others see as giving them what they want. What others see as harmless distraction or euphemism, I might consider outright evil. Bodily harm (even in the legal sense) is not the only kind of harm that is put on people, especially in the information/democracy age, and since there is no agreed definition of "harm", this is really just a neat idea, but nothing more. I just posted to correct the summary really.
