Next Generation is reporting that the South Korean government's goal to get their cut of the real money transfer industry is now in the works. Folks who sell over $6,500 worth of virtual goods or currency in a given year will have an automatic Value Added Tax (VAT) withdrawn by the service they contract through. That is, the middleman service will remove taxes automatically for these repeat customers. If a South Korean sells over $13,000 worth of goods or currency in a given year, the government considers them a small business. As such, individuals in that position are required to obtain a business license and take care of taxes themselves. "An NTS official claims the organization will be able to monitor all transactions as RTM mediators have agreed to share clients' transaction details with the authorities. 'NTS would be able to track all transactions for taxation of virtual items,' Mr. Choi said. 'This is not about defining RMT legal/illegal; we don't see any contradictory facts to Amendment for Game Industry Promoting Law - we are not about to judge if RMT is legal or not,' he added."

However, the FTC defended its actions saying that their decision was not a give-in to the big telecom and cable companies. Instead, the FTC report urges caution on Network Neutrality Regulation. While this news is disappointing, the FTC's decision appears to be thought out and a message to remind people to not let the subject of Net Neutrality be abandoned by the general public so corporations could undermine the interest of consumers. We discussed the row this created, but with constant stalling tactics being employed here how long will it be before net neutrality opponents craft their own legislation?"

G4Cube passed us a link to a New York Times article about a troubling development in public photography rights. New York City is considering requiring a permit for photographers, film-makers, and even possibly tourists who want to shoot imagery in the Big Apple. "New rules being considered by the Mayor's Office of Film, Theater and Broadcasting would require any group of two or more people who want to use a camera in a single public location for more than a half hour to get a city permit and insurance. The same requirements would apply to any group of five or more people who plan to use a tripod in a public location for more than 10 minutes, including the time it takes to set up the equipment. Julianne Cho, assistant commissioner of the film office, said the rules were not intended to apply to families on vacation or amateur filmmakers or photographers. Nevertheless, the New York Civil Liberties Union says the proposed rules, as strictly interpreted, could have that effect. The group also warns that the rules set the stage for selective and perhaps discriminatory enforcement by police."

In 2003 he was a guest host on Lawrence Lessig's Blog, giving his view on the imbalance between property right protection and the good of public access. As of this week he has become the first presidential candidate to support 'open source code' for election systems in addition to voter verified paper records. He's even personally using Twitter. 'Currently, software used in election systems remains the proprietary property of vendors. This situation has created a continual problem when anomalous results have been reported and independent experts are denied the ability to review how the systems work. A growing body of critics oppose this privatization of the voting system.'"

The Russians have tried to advance their claim before, and were turned away by the United Nations in 2001. The new geological data is evidently meant to improve the odds for a second try. '"

From the bill: 'The amount of the forfeiture penalty (...) shall not exceed $10,000 for each violation, or 3 times that amount for each day of a continuing violation, except that the amount assessed for any continuing violation shall not exceed a total of $1,000,000 for any single act or failure to act.'"

News.com reports that the immigration reform bill bouncing around in the Senate for the last few weeks has finally been defeated. The site speculates that, perhaps, one of the reasons it was finally defeated was a measure intended to expand the use of Real ID cards. If passed, the bill would have effectively turned the Real ID system into a National ID card. "The American Civil Liberties Union, another longtime foe of Real ID, said the Real ID requirements were a 'poison pill that derailed this bill, and any future legislation should be written knowing the American people won't swallow it.' Another section of the immigration bill would have given $1.5 billion to state officials to pay for Real ID compliance. Even if the immigration bill is goes nowhere, however, the Real ID Act is still in effect. It says, starting on May 11, 2008, Americans will need a federally-approved ID card to travel on an airplane, open a bank account, collect Social Security payments or take advantage of nearly any government service." As we've discussed before, several states have rebelled against the implementation of Real ID.

The breakdown shows that there is nearly an equal split between Linux and Windows servers among the whole candidate pool. More interesting, all of the Democratic candidates except for Hillary favor Linux or FreeBSD. 69% of the Republican candidates, in contrast, prefer Windows. Is this preference for OSS or Microsoft a true reflection of differing political philosophies? And, more importantly, will Linux win the next election?"

These are available from the CIA's FOIA portal. From the BBC article: " Last week, CIA chief Michael Hayden announced the decision to declassify the records, saying the documents were 'unflattering but part of CIA history.' The documents detail assassination plots, domestic spying, wiretapping, and kidnapping... Among the documents is a request in 1972 for someone 'who was accomplished at picking locks' who might be retiring or resigning from the agency."

The New York state legislature rejected an amendment proposed by Microsoft's lobbyists which would have gutted New York's requirements for voting machine vendors to turn over their source code to the state Board of Elections. Assemblywoman Barbara Lifton commented: 'The voting machine vendors have known for two years what our laws said. Now they're saying that those parts of their systems using Microsoft software have to be proprietary? It's just wrong.'"

tmk writes "How can Wikipedia be improved? The German government started a project today to train experts to contribute to Wikipedia. The goal is to write or improve several hundred articles about renewable resources in the Internet encyclopedia. The project is funded by the German Ministry of Nutrition, Agriculture, and Consumer Protection. The German chapter of the Wikimedia Foundation is hiring a Wikipedian to coordinate the efforts. 'The challenge will be to motivate experts who have done good work in other projects to get involved in the community lexicon. As project director Florian Gerlach told heise online, "Such expert reports are usually written, edited, and published in the normal newspapers or even on other websites. But Wikipedia is radically different: articles there continually grow with input from numerous authors, who often remain anonymous. The end product is constantly changing, and third parties can publish their own texts or even change yours." The future authors will therefore receive some training to help them work with Wikipedia.'"

Gamasutra has the news that the ESRB is beginning to enforce rating-related audience restrictions on game trailers. D3 Publisher's trailer for Dark Sector was judged AO by the ESRB, and demanded in correspondence to the company that it be removed from the internet. Take-Two, meanwhile, has been handed a letter saying their trailer for The Darkness needs to be 'age-gated' if it is to be seen online. Update: 06/26 14:20 GMT by Z : The Gamasutra post has been updated to clarify the situation: "ESRB president Patricia Vance has responded to Gamasutra with a prepared statement that claims today's notices are routine ESRB Advertising Review Council procedure followed since 2005. According to Vance, the appearance of both publisher emails today are simply reminders that mature rated trailers must be age-gated, and that if a trailer's content is found to be in violation of the ESRB's trailer requirements, it must be removed or replaced with an edited version."

Drafted by Democratic Senator Joe Simitian, its purpose is to ensure that employers cannot require the implantation of RFID chips as part of employment. It is meeting with scorn from the American Electronics Association. "'Our bottom line is we're opposed to anything that demonizes RFIDs,' she said. 'The technology has been in existence for more than 50 years. It's in more than 1.2 billion ID credentials worldwide. ... We've not seen a single showing of ID theft or harm,' said Roxanne Gould, vice president for California government relations for the American Electronics Association, a high-tech industry group."

The Federal Bureau, worried about the possibility of international espionage via our centers of learning, now sees the need to restrict the freedoms of university students for national security. "FBI is offering to brief faculty, students and staff on what it calls 'espionage indicators' aimed at identifying foreign agents. Unexplained affluence, failing to report overseas travel, showing unusual interest in information outside the job scope, keeping unusual work hours, unreported contacts with foreign nationals, unreported contact with foreign government, military, or intelligence officials, attempting to gain new accesses without the need to know, and unexplained absences are all considered potential espionage indicators."

An anonymous reader writes "Almost ten years after the an internal report, and a year after a Baltimore sun story warned that the electrical system at the fort Meade NSA HQ couldn't keep up with the growing electricity demand ... the problem has got worse. The 'NSA has had to resort to partial, rolling brownouts at its computer farms and scheduled power outages and some offices are experiencing significant power disruptions'. NSA director Alexander testified to congress about this problem. It is suggested he wanted to add more than $800 million to the 07 budget. A recent public powerpoint presentation suggested 70% of of all intelligence spending goes to contractors. It also included a graph, without numbers, of this spending. It suggests that US intelligence spending is around $60 billion. An internal survey that showed NSA employees have problems trusting each other."

The New York Times is reporting on preparations in the works by the US government to prep for a 'cyberwar'. Precautionary measures are being taken to guard against concerted attacks by politically-minded (or well-paid) hackers looking to cause havoc. Though they outline scenarios where mass damage is the desired outcome (such as remotely opening a dam's gates to flood cities), most expect such conflicts to be more subtle. Parts of the internet, for example, may be unreachable or unreliable for certain countries. Regardless, the article suggests we've already seen our first low-level cyberwar in Estonia: "The cyberattacks in Estonia were apparently sparked by tensions over the country's plan to remove Soviet-era war memorials. Estonian officials initially blamed Russia for the attacks, suggesting that its state-run computer networks blocked online access to banks and government offices. The Kremlin denied the accusations. And Estonian officials ultimately accepted the idea that perhaps this attack was the work of tech-savvy activists, or 'hactivists,' who have been mounting similar attacks against just about everyone for several years."

News.com has the word that congress is set to re-visit taxing virtual goods, a concept they shelved a while back in order to consider the matter more fully. That's given the Congress' Joint Economic Committee time to come to a decision about what exactly the value of virtual goods means for players and game-makers. An economist with the group told CNet to expect their report sometime next month. "What that report will say is unknown, as the committee has kept entirely quiet about its thoughts. However, it's clear that something will happen. 'Given growth rates of 10 to 15 percent a month, the question is when, not if, Congress and IRS start paying attention to these issues,' [senior economist Dan] Miller, who is a fan of virtual worlds and economies, told CNET News.com in December. 'So it is incumbent on us to set the terms and the debate so we have a shaped tax policy toward virtual worlds and virtual economies in a favorable way.'"

If you've been following this story so far, it shouldn't come as a shock that Take-Two has shelved Manhunt 2 for the moment, while they decide what to do next. The company is considering its options, and still fully supports the game as a 'work of art'. "Take-Two Interactive Software has temporarily suspended plans to distribute Manhunt 2 for the Wii or PlayStation platforms while it reviews its options with regard to the recent decisions made by the British Board of Film Classification and Entertainment Software Rating Board ... We continue to stand behind this extraordinary game. We believe in freedom of creative expression, as well as responsible marketing, both of which are essential to our business of making great entertainment." Analysts have already started weighing in, with some seeing this as unfairly targeting the GTA-maker for previous 'sins'.

Spamicles writes "Thousands of U.S. webcasters plan to turn off the music and go silent this Tuesday, June 26th, to draw attention to an impending royalty rate increase that, if implemented, would lead to the virtual shutdown of this country's Internet radio industry. In March, the Copyright Royalty Board announced that it would raise royalties for Internet broadcasters, moving them from a per-song rate to a per-listener rate. The increase would be made retroactive to the beginning of 2006 and would double over the next five years. Internet radio sites would be charged per performance of a song. A "performance" is defined as the streaming of one song to one listener; thus a station that has an average audience of 500 listeners racks up 500 "performances" for each song it plays."
