The team features big names in e-voting security: David Wagner, Matt Bishop, Ed Felten, Matt Blaze, and Harri Hursti, among others. Vendors have time to submit their machines including documentation and source code until July 1st or face severe restrictions, including decertification, for the 2008 elections. Scheduled to start next week, the review will include a red-team attack and going through the source code."

mdsolar writes "The LA Time reports that California is seeing a big drop off in rebate applications for solar power systems. It seems that to get a rebate you have to also switch to a time of use rate with your utility. The math is not working out, especially for smaller systems that don't fully cover use during peak hours. The result: homeowners are reluctant to go with solar energy. 'The difference between peak and off-peak rates is particularly large in the 11 counties of Central, coastal and Southern California, where Edison provides electricity service to 13 million customers. Edison charges summer time-of-use rates that range from 29.7 to 35.9 cents per kilowatt-hour between 10 a.m. and 6 p.m. on weekdays. It drops to a range of 16.3 to 18.6 cents per kilowatt-hour from 10 p.m. to 6 a.m. weekdays and all weekend days and holidays, according to documents filed with the PUC.' There is likely an optimal system size that reduces consumer costs, but with things in flux you'd want some flexibility in your system."

Knutsi sends us to the Federation of American Scientists' blog Secrecy News for a post on how privatization can affect access to research material. The blog tells how a Harvard researcher on the history of nuclear secrecy was denied access that would have been granted in the past. Some followup is in the comments to this reposting of the FAS story. "Los Alamos National Laboratory will no longer permit historians and other researchers to have access to its archival records because Los Alamos National Security (LANS), the private contractor that now operates the Lab, says it has 'no policy in place' that would allow such access."

theantipop writes "Ars Technica has a story about the Terrorist Hoax Improvements Act, a bill introduced recently by the Senate. The bill aims to 'amend the federal criminal code to include a number of new clauses meant to up the ante on wasting government resources. The amendments include extensions to the prohibitions on the spread of false information and mailing threats, increases to maximum prison terms, and allowances for civil suits so that local and federal governments can attempt to recoup expenses related to an incident.' This is undoubtedly a reaction to the Great Mooninite Scare of 2007."

'Essentially, the argument is that turning over truthful information to the government is free speech, and the EFF and ACLU can't do anything about it. In fact, Verizon basically argues that the entire lawsuit is a giant SLAPP (Strategic Lawsuit Against Public Participation) suit, and that the case is an attempt to deter the company from exercising its First Amendment right to turn over customer calling information to government security services.'"

DrBenway sends us to Ars Technica for a report that Florida and Utah have placed draconian restrictions on the sale of used music CDs; Wisconsin and Rhode Island may soon follow suit. In Florida, stores have to hold on to CDs for 30 days before they can sell them — for store credit only, not cash. Quoting: "No, you won't spend any time in jail, but you'll certainly feel like a criminal once the local record shop makes copies of all of your identifying information and even collects your fingerprints. Such is the state of affairs in Florida, which now has the dubious distinction of being so anal about the sale of used music CDs that record shops there are starting to get out of the business of dealing with used content because they don't want to pay a $10,000 bond for the 'right' to treat their customers like criminals."

BackRow writes "Washington Watch, a site devoted to tracking the cost of federal legislation, has raised the hackles of the Library of Congress with a new wiki that makes an unfavorable comparison to the LOC's THOMAS legislative search engine. After Jim Harper, Washington Watch's creator and the director of information policy at the Cato Institute, announced the wiki, he received a nastygram from the LOC." Quoting: "After the announcement, he was contacted by Matt Raymond, the Director of Communications at the Library (and the author of the Library of Congress' blog). Raymond said that he possessed 'statutory and regulatory authority governing unauthorized use of the Library's name and logo and those of Library subunits and programs,' and he asked that Harper stop using the names 'Library of Congress' and 'THOMAS' in his marketing materials."

In the battle against big government and the infamous Real ID, Massachusetts has hopped on board. In the words of State Senator Richard T. Moore, D-Uxbridge, "Historically, Americans have resisted the idea, which totalitarian governments have tended to do, of having a national ID. That's the broad philosophical issue. I don't think it's a good move and I would be reluctant to see why we are going to that step." And State Attorney General Martha Coakley thinks "it's a bad idea." Should be interesting to see how it gets voted.

Necrotica writes "An odd-looking Canadian coin with a bright red flower was the culprit behind the U.S. Defence Department's false espionage warning earlier this year. The odd-looking — but harmless — "poppy coin" was so unfamiliar to suspicious U.S. Army contractors traveling in Canada that they filed confidential espionage accounts about them. The worried contractors described the coins as "anomalous" and "filled with something man-made that looked like nano-technology," according to once-classified U.S. government reports and e-mails obtained by the AP."

An anonymous reader sends us a link to a report in The Age about an Australian resident, who had never set foot in the US and broke US intellectual-property laws in Australia, being extradited to the US to face trial. Hew Raymond Griffiths pleaded guilty in Virginia to overseeing all aspects of the operation of the group Drink Or Die, which cracked copy-protected software and media products and distributed them for free. He faces up to 10 years in a US jail and half a million dollars in fines.

Reader reporter tips us to a story just up at the NYTimes reporting that the tough-talking conservative candidate Nicolas Sarkozy has won election as the president of France. His opponent, Socialist Party candidate Ségolène Royal, the first woman to get as far as the runoff in a presidential contest in France, has conceded defeat. The vote went 53% to Sarkozy and the turnout was a remarkable (by American standards) 85% of registered voters. Sarkozy is seen as a divisive figure for his demand that immigrants learn Western values (and the French language).

fatduck sends us a brief note from New Scientist about the overwhelming passage in the US House of Representatives of the Genetic Information Nondiscrimination Act. As written, the bill would prohibit insurance companies from charging higher rates, and employers from discriminating in hiring, based on the results of genetic tests. A Boston Globe editorial notes that the bill has been held up in the Senate by the action of a single senator, who has an (outdated) objection based on his anti-abortion stance. President Bush has said he will sign the bill if it reaches his desk.

Eric Goldman writes "A couple of years ago Utah enacted a 'Child Protection Registry.' The idea was to allow parents to register kids' email addresses and then to require certain email senders to filter their lists against that database before sending their emails. According to the Salt Lake Tribune, the Utah registry has been a 'financial flop.' Initially projected to generate $3-6 million in revenues for Utah, it has instead produced total revenues of less than $200,000. 80% of this has gone to Unspam, the for-profit registry operator; Utah's share of the registry's revenues has been a paltry $37,445. Worse, Utah has spent $100,000 (so far) to defend the private company from legal challenges by free-speech, advertising, and porn interests."

remove office writes "After calls from several prominent bloggers and a couple of presidential candidates, CNN has agreed to release the footage from its upcoming June presidential debates uncopyrighted. Senator Barack Obama was the first candidate to call for all presidential debates to be released under Creative Commons, with fellow Democratic hopeful John Edwards following shortly afterwards. CNN will be the first to do so with their June 3rd and 5th Democratic and Republican debates. MSNBC hosted the first presidential debates recently but refused to release them under Creative Commons, opting instead to post online only commercial-ridden clips in Windows Media format."

JoeBackward writes "Merck has this useful anti-AIDS drug Elfavirenz, and Brazil has lots of poor people with AIDS. So, after trying really hard to get Merck to cooperate on pricing, the Brazilian government has decided to take a 'compulsory license' to the patent, and get the drug from a factory in India. This compulsory license is basically a way to take the patent by eminent domain." This move gives Brazil one more thing in common with Thailand, both of which have blocked YouTube. Thailand's compulsory licensing of Elfavirenz and Plavix has landed the country on the US's watch list for piracy.

The Illegal Subset of the Integers writes "According to Ars Technica, Congress has sent letters to 19 universities identified by the RIAA and MPAA as havens for copyright infringement. In it, they not only seek to discover what these universities are doing to dissuade students from infringing activities, but give the implied threat. House Judiciary Committee member Lamar Smith (R-TX) was quoted as saying, 'If we do not receive acceptable answers, Congress will be forced to act.' One wonders, though, what the universities are supposed to do when international disrespect for imaginary property rights is so widespread that there are currently over two million hits on Google for a certain oft-posted illegal number, up from the three hundred thousand hits from sometime yesterday."

Presidential hopeful Barack Obama recently submitted a letter to the DNC asking for the Presidential debates to be licensed under the Creative Commons. This move would give everyone the freedom to share, recut, and edit the debates as they wish. "I am a strong believer in the importance of copyright, especially in a digital age. But there is no reason that this particular class of content needs the protection. We have incentive enough to debate. The networks have incentive enough to broadcast those debates. Rather than restricting the product of those debates, we should instead make sure that our democracy and citizens have the chance to benefit from them in all the ways that technology makes possible."

Joseph Anthony worked with the campaign initially and grew the site to include over 160,000 unsolicited friends that the campaign could use to reach out to. It currently is the main Obama page in the Impact Channel on MySpace. However, as Obama's campaign became more centralized and formal, the decision was made to attempt to acquire control of the site from Anthony. They asked him for a price, which he offered up as $49,000 plus part of the $10,000 fee paid to MySpace for the Impact Channel. Obama balked at the price, and decided to start afresh rather than pay the money. The fight broke out into the open when Anthony posted a response on his blog to rumors that the campaign was spreading regarding him wanting to cash out. MyDD has more."
