The bill will also require ISPs to disclose subscriber information without a warrant. The bill may not survive given the state of the government, but this is a sad indicator of things to come."

The data will be retained for 2 years. The Register further reports that the system will likely be used for issuing speeding fines." From the article: "The primary aims claimed for the system are tackling untaxed and uninsured vehicles, stolen cars and the considerably broader one of 'denying criminals the use of the roads.' But unless the Times has got the spacing wrong, having one every quarter of a mile on motorways quite clearly means they'll be used to enforce speed limits as well, which would effectively make the current generation of Gatsos obsolete. Pricing obviously is an important factor (if you look at GDP, MS prices in Vietnam are the equivalent, for local people, of charging just shy of $50,000 for a Windows XP license in the US), but other issues arise, such as Brazil's 'sense of community', a certain amount of security-related worries from the Chinese, and language issues in India. A good analysis of the advantages of open source generally, the huge benefits it can have in developing markets, and the fact that open source is on the up despite massive amounts of lobbying and pressure from some proprietary vendors."

An interesting point: in order to participate in Summit-related events Lessig had to promise not to talk about intellectual property." The technology that would allow the FBI to monitor internet access, after a court order, "at the flip of a switch" would cost at least $450 per student. MIT is also covering the story." From the article: "'The Department of Justice wants 24/7 access, whenever they need it, and they want remote access. We find that too extremely burdensome in terms of money, staff, and technology,' said Maureen McFalls, Director of Government Relations for Carnegie Mellon and the coordinator of Carnegie Mellon's response to this issue. According to an ACE press release, the cost to universities could be upwards of $7 billion, or at least $450 extra on each student's tuition bill."

The Monroe Doctrine was a unilateral declaration by the U.S. that it would not permit European powers to establish new colonies in the Western Hemisphere." Encryption will be implemented via a key printed on the passport, which will be read by an optical scanner. The problem is the RFID serial number used for collisions will not be encrypted as is required for communication, thus still allowing tracking." We've previously reported on the decision to chip U.S. passports. From the article: "To its credit, the State Department listened to the criticism. As a result, RFID passports will now include a thin radio shield in their covers, protecting the chips when the passports are closed. Although some have derided this as a tinfoil hat for passports, the fact is the measure will prevent the documents from being snooped when closed." The Act would have immunized political bloggers from having to comply with hundreds of pages of FEC rules." From the article: "In an acrimonious debate that broke largely along party lines, more than three-quarters of congressional Democrats voted to oppose the reform bill, which had enjoyed wide support from online activists and Web commentators worried about having to comply with a tangled skein of rules. The vote tally in the House of Representatives, 225 to 182, was not enough to send the Online Freedom of Speech Act to the Senate. Under the rules that House leaders adopted to accelerate the process, a two-thirds supermajority was required."

They're backed by the AAS: The American Association for the Advancement of Science." From the release: "[they] have decided they cannot grant the Kansas State School Board permission to use substantial sections of text from two standards-related documents: the research council's 'National Science Education Standards' and 'Pathways to Science Standards', published by NSTA. The organizations sent letters to Kansas school authorities on Wednesday, Oct. 26 requesting that their copyrighted material not be used ... Leshner said AAAS backs the decision on copyright permission. 'We need to protect the integrity of science education if we expect the young people of Kansas to be fully productive members of an increasingly competitive world economy that is driven by science and technology ... We cannot allow young people to be denied an appropriate science education simply on ideological grounds.'"
